Should an operator be paid for the amount of time it takes him or her to give/receive a proper turnover? Obviously, for an operator on a 12-hour shift schedule, this will always result in some time in excess of 12 hours. Shouldn’t it be expected that an operator be ready to do the job (i.e. obtaining a proper turnover) prior to being on the clock? Or is this time spent by the employee in service for the company and therefore compensable? How do you handle compensation for turnover time, and what governs your process, state law, CBA contract, company policy?
